The president also suggested that he would declare a national emergency so as to use the money from the Department of Defense to build the wall, thus bypassing the Congress. Democrats said he might face legal challenges if doing so.

President Donald Trump will make his case to Americans on Tuesday that a "crisis" at the US border with Mexico requires a wall in a prime-time address aimed at building support for a campaign promise that has sparked an 18-day government shutdown. For hours, NBC, ABC, CBS, PBS and CNN had internal debates on whether to air the address to the nation.

"At the end of the day, Democrats have said over and over again that they support border security, that they support protecting American citizens". That's because of stats like those compiled by the Washington Post's Fact Checker team: the president, through December 31, Trump has uttered 7,645 false or misleading statements.

"I think it's well-known that the incumbent president is very careless with the truth", Carter said in an interview with CBS News a year ago.

Philip also blew up the argument that Jared Kushner is reportedly making to Republicans in Congress, which is that approval for Trump's wall will increase after his address and a planned visit to the border.

Trump and others in his administration have admitted that he is publicly mulling declaring an emergency to construct the wall, which would immediately draw legal challenges and uncertainty regarding how such a declaration would actually lead to wall construction.

Vice President Mike Pence says President Donald Trump's recent claim that his predecessors endorsed his idea of a U.S. -Mexico border wall was an "impression". "Some of them have told me that we should have done it".

Democrats say other border security measures are more efficient and cost-effective than a wall, which they say is contrary to American values.

In June, Senate Minority Leader Chuck Schumer (D-N.Y.) pointed out that in 2013, long before Trump was elected, every Senate Democrat supported a $40 billion funding effort to step up protection of the border, a proposal that would have provided funding to hire thousands of border agents and hundreds of miles of fencing.
