In a statement, Schulz said he believed that debate within the SPD risked jeopardising a "yes" vote among members on whether the party should go ahead with a coalition deal with Chancellor Angela Merkel's conservatives, reached on Wednesday.

Schulz managed this week to clinch a coalition deal with Merkel's CDU/CSU that gave his centre-left SPD six ministries as well as securing a string of policy concessions. The results from that are due in early March, and that vote is now looking too close to call either way.

Merkel, who leads the Christian Democrats (CDU), ceded the powerful finance ministry to the SPD in a coalition deal finally agreed on Wednesday, more than four months after a national election last September in which both blocs lost support.

His announcement leaves the former European Parliament president empty-handed after a disastrous year that saw him lead the SPD to its worst-ever score since WW2 in September elections, with just 20.5 percent of the vote.

Many young and leftist members are against the renewed so-called Grand Coalition between the SPD and the Union.

A Forsa poll showed nearly three-quarters of Germans thought it would be wrong for Schulz to become foreign minister, while only around a quarter thought that would be the right move.

"I hereby forgo joining the federal government", Schulz announced, adding, "at the same time, I sincerely hope that this will end the personnel debates within the SPD".

The new coalition will put the far-right Alternative for Germany, the third-largest party in the German parliament, known as the Bundestag, in the opposition.

German Chancellor and leader of the Christian Democratic Union (CDU) Angela Merkel arrives for the coalition negotiations at CDU headquarters on Tuesday. He also wants to create the post of European Union finance minister.

The coalition agreement between the Social Democrats and Merkel's CDU/CSU bloc is still subject to approval from the SPD's around 460,000 members.

Some commentators have suggested a mid-term review due two years into the government could offer Merkel the opportunity to step down gracefully from a job she has held since 2005.
