This was the fourth temporary measure since October 2017, because Capitol Hill can not agree on a longer-term budget, the media said.

The bill needed 60 votes to pass the procedural hurdle in the 100-member Senate, meaning Republicans who have a one-seat majority could not manoeuvre on their own.

Most Senate Democrats voted for that bill after Senate Majority Leader Mitch McConnell, R-Ky., promised he would bring immigration legislation to the Senate floor if Congress had not reached an agreement on the DACA recipients by the time the spending bill runs out.

Thousands of federal employees who had been placed on temporary, unpaid leave since Saturday breathed a sigh of relief.

"It was essentially a lunch break", Tom Chapel, a scientist at the Centers for Disease Control and Prevention in Atlanta, Georgia, told Reuters news agency. Schumer said he put Trump's "signature campaign issue on the table in exchange" for legal protections DREAMers, young immigrants brought to the USA illegally as children.

The president issued a statement after the initial Senate vote on Monday, in which he said "I am pleased that Democrats in Congress have come to their senses and are now willing to fund our great military, Border Patrol, first responders, and insurance for vulnerable children. We will make a long-term deal on immigration if and only if it's good for our country".

Nelson turned around Monday and voted on a Continuing Resolution to keep the government functioning up until February 8. Yet numerous Senate Democrats considered potential 2020 presidential candidates voted to keep it going. Mitch McConnell, the Republican Leader, had "come to an arrangement" to adopt the three-week spending measure while continuing to negotiate a "global agreement".

Moderates in both parties have been working since on a compromise deal, which has been elusive so far, despite some progress, call it concessions, from their respective leaders. "They blinked", principal deputy press secretary Raj Shah told CNN. For Democrats, and even some Republicans, a status short of citizenship could be a nonstarter.

Senate Democratic leader Chuck Schumer accused President Trump of failing to help reach a deal. "That's a pretty powerful number of people who are able to make a difference with their votes and their voices", she said.

During the Friday meeting, Trump and Schumer agreed that most of the $25 billion would be appropriated at the start, with more doled out in the future, according to a person familiar with the meeting who spoke on the condition of anonymity to talk frankly about the exchange. "He didn't do that", Schumer said.

The shutdown is over, but the immigration and budget battles rage on.

By setting up a fast track for both sides to submit court papers, the high court likely will consider the Justice Department's request at its February 16 conference.

While conservatives may have a case of schadenfreude at the Left's circular firing squad over the shutdown's end, they should not forget that they continue to play on liberals' side of the field. But this doesn't mean that Democrats can act with impunity so long as they are fighting under an anti-Trump banner. Whether that's enough to satisfy the progressive hard-liners and grassroots activists is in doubt, however.

A group of Democrats, some of them 2020 presidential hopefuls, maintained their opposition to the bill.

Meanwhile, Donald Trump was largely sidelined through the process. "Republicans stayed firm. And Democrats, I think, realised that they had to move past that piece of legislation and - so that they could focus on the conversation they're desperate to have", she said. Still, a few days out of the spotlight may not have been all bad. But ending the shutdown was good idea, too. The next fight, looming only weeks away, might be different.
