According to the official report of the authorities, the individual has been identified as Akayed Ullah, 27, an immigrant from Bangladesh, who would have entered the United States in 2011.

It was not immediately clear who would represent Ullah in court.

New York Police Commissioner James O'Neill said at the same news conference that the attacker had the bomb strapped to his body when it detonated, and suffered minor burns.

How bomb was made: The suspect made the bomb last week at his apartment in Brooklyn, according to one law enforcement official with direct knowledge of the investigation.

Akayed, who hails from Chittagong, has lived in the USA for seven years. In the last few years, Butrico said, he had some unpleasant encounters with Ullah. "His family used to block the driveway all the time".

- Neighbors told Butrico they had heard fighting and yelling at Ullah's home during the past two nights.

Police rushed to secure the scene and evacuate pedestrians. Officers and federal agents also appeared at another Brooklyn address associated with Ullah.

When questioned, Ullah allegedly told investigators he was motivated by deaths of Muslims around the world, according to a senior official with knowledge of the investigation.

"In bomb making... it's not as easy as these instructions make it out to be, which is a good thing", Miller said.

Gov. Cuomo said at a news briefing the situation could have been much worse, adding, "This is NY, the reality is we are a target by many".

At the Brooklyn home where officials say Ullah lived with relatives, neighbors said the young man had worked as a cabdriver, and seemed quiet. Ullah, Mohammad said, was close to the mosque's imam and was often seen with him at afternoon prayers.

He said Ullah visited Bangladesh in September, and spent a month with his wife.

Ullah, a licensed city taxi driver from March 2012 through March 2015, is believed to have been the only person involved and is in custody. The officials were unable to say if Ullah had driven a yellow cab or for a private service like Lyft or Uber. "They said 'suspicious package'".

Police officials in Bangladesh said Monday that they had never heard of Ullah, and the country's embassy in Washington issued a statement declaring a "zero tolerance" policy toward terrorism.

"A terrorist is a terrorist irrespective of his or her ethnicity or religion, and must be brought to justice", the government said in a statement.

Condemnations of the bombing did little to lessen the confusion in Ullah's neighborhood.
