In a letter from Rep. Elijah Cummings (D-Md.) to Rep. Trey Gowdy (R-S.C.), the chairman of the House Oversight Committee, Cummings claims the whistleblower said Flynn messaged a former business colleague, whom he worked with on a project with Russian Federation to "build nuclear power plants in the Middle East", that the plan was "good to go" because the sanctions would be "ripped up" as one of Trump's first acts in office.
In his letter, he asked Representative Trey Gowdy, chairman of the House Oversight Committee, to subpoena the White House for "all documents - including emails and text messages sent on personal devices" related to Flynn's foreign contacts.
Mr Cummings wrote that Mr Flynn, a retired Army lieutenant general, had attempted to "manipulate the course of global nuclear policy for the financial gain of his business partners".
Cummings said the Flynn whistleblower was "extremely hesitant to come forward - and still fears retaliation" but "feels duty bound as a citizen to make this disclosure".
"These grave allegations compel a full, credible and bipartisan congressional investigation", Cummings wrote, according to the New York Times.

The business colleague who texted with Flynn later recounted that he also suggested sanctions against Russian Federation would be "ripped up" as one of the administration's first acts, according to the whistleblower.
As the whistleblower chatted with Flynn's associate during an Inauguration Day celebration on January 20, Flynn sent texts saying the associate's nuclear proposal was "good to go", the whistleblower said.
The company did not respond to a request for comment Wednesday.
The whistleblower took note of the time stamp on the text on Copson's phone, which was 12:11 p.m. "Mike has been putting everything in place for us", Copson then reportedly said.

The allegations posed new troubles for Flynn, who left the White House last February after barely three weeks and pleaded guilty last week to lying to FBI investigators in the Russian Federation election meddling probe. The investigators are searching for further evidence that Flynn lobbied from his government job as National Security Advisor for associates who had retained his consulting firm before the election. He and Cummings jointly exposed details that Flynn had lied on his security clearance forms earlier this year, though Chaffetz later backed off the inquiry despite the Democratic demands.
Flynn's lawyer did not respond to a request for comment on the latest claims.

Mr Cummings said the source was "authentic, credible, and reliable", and offered to introduce the individual to Mr Gowdy.
The congressman said he had heard about the alleged Flynn texts from an unnamed confidential informant. Cummings said his office could not verify the whistleblower's story, and whether Copson was telling the whistleblower the truth, without subpoenaed documents.
