Haley tweeted after the vote that "by using the veto to kill a mechanism in Syria that holds users of chemical weapons accountable, Russian Federation proves they can not be trusted or credible as we work towards a political solution in Syria".
Turkey, Russia and Iran are sponsoring peace talks in the Kazakh capital Astana and also implementing a plan for de-escalation zones in key flashpoint areas of Syria.
A competing measure by Russian Federation to renew for a year the mandate of the Joint Investigative Mechanism (JIM) failed to garner enough support in the council, essentially spelling the end of the body tasked with identifying the perpetrators of chemical attacks. The Kremlin sharply criticized the JIM after its latest report blamed the Assad regime for a sarin gas attack on the opposition-held village of Khan Sheikhoun that killed dozens.
Eleven of the council's 15 members voted in favor of the US-drafted resolution, while Egypt and China abstained.
Russian UN Ambassador Vassily Nebenzia said the USA draft resolution was not balanced.
Rycroft said after the veto that Russian Federation has "failed as a supposed supporter of peace in Syria".
Britain's United Nations ambassador told reporters Tuesday that it's extremely important that everyone who uses chemical weapons in Syria or elsewhere is held accountable, and the JIM is crucial in determining responsibility.
The joint UN-Organisation for the Prohibition of Chemical Weapons (OPCW) panel was set up by Russian Federation and the United States in 2015 and unanimously endorsed by the council, which renewed its mandate a year ago.

Russian Federation has now vetoed 10 resolutions on Syria, including blocking an initial USA bid on 24 October to renew the JIM, saying it wanted to wait for the release two days later of the inquiry's report that said the Syrian government used sarin.
Nebenzia said Monday, "It is important that the JIM is renewed but on an updated mandate because the systemic errors that we saw with the recent report should be corrected, and that's the aim of our resolution".
Confirming the summit, Putin's spokesman Dmitry Peskov said it was just these three countries who were the "guarantors of the process of political settlement and stability and security that we see now in Syria".
He slammed Washington's text as "totally unacceptable", arguing that it would extend the mandate "without changing any of the current activities of the mechanism which are in violation of the Chemical Weapons Convention".
