United States To Unveil Revised Self-Driving Car Guidelines

A manufacturer may not sell, offer for sale, introduce or deliver for introduction into commerce, or import into the United States, any highly automated vehicle, vehicle that performs partial driving automation, or automated driving system unless such manufacturer has developed a cybersecurity plan.

It would increase the number of tests allowed on USA roads from 2500 annually to an initial 25,000 and up to 100,000 within three years. The bill aims to simplify things for automakers by imposing an overarching framework on the federal level, allowing self-driving cars on all public roads. The House measure does not include large trucks.

The House bill would put the National Highway Traffic Safety Administration in charge of regulating self-driving vehicle safety and preempt competing rules at the state level. It also instructs NHTSA to develop new standards for self-driving cars.

Tasked with enacting these new standards will be the National Highway Traffic Safety Administration, though President Donald Trump has yet to appoint a leader for the agency.

"If we're going to stay at the forefront of innovation and technology in this country, we have to be driving the technology for autonomous vehicles", Michigan Democratic Representative Debbie Dingell said before the vote. "I am especially proud that my bill, the ACCESS Act, has been included in this important legislative package".

U.S. Rep. Gus Bilirakis, R-Fla., who sits on the Energy and Commerce Committee with Latta, was the only co-sponsor of the bill from the Sunshine State. Experts have said that self-driving cars will drastically reduce road fatalities, most of which are caused by human error.

The bills, passed unanimously by a House panel in July, would permit automakers to acquire exemptions to deploy as much as 25,000 vehicles without meeting present auto safety standards in the first year.

Naturally, companies like Google, GM, Ford, and Tesla are praising this new bill.

There are unresolved regulatory, safety and government funding issues, but the bill passed easily by voice vote on Tuesday, and its progress through Congress is widely supported. Labor unions successfully lobbied to exclude tractor-trailers, buses and other commercial vehicles from the House bill.
