His statement came at a news conference on Monday, the last day of the regular 85th legislative session, and addressed growing speculation about whether there will be a special session since lawmakers didn't pass some issues he deemed important this year.

"When it gets to a special session, the time and topics are exclusively up to the governor in the state of Texas", Abbott said in a statement. Lt. Gov. Dan Patrick, who presides over the Senate, had threatened inaction on the issue to force a special session on two of his priority issues, property tax reform and a bill to put regulations on the use of public restrooms by transgender people.
